I would have thought a guild based off a social forum would have a pretty lassiez-faire theory of leadership since we're not trying to raid the endgame or enforce role-playing -- we're just BS'ing with friends while we play. Someone give me the chance to do that and I'm all over it. I don't need rules and regulations to protect the sanctity of the guild; I just need a casual place to blow time until Vanguard comes out.

It may be both, but we've at least been demoted. You can look at your char screen on the guild website and see guild memberships and it will either say "officer" or "member" and mine now says "member" for the Alliance guild.
