Oh... probably they're related or friends then, and not a single person. Or one person using a friend/relative's account. We get that a lot too, and it's hard to deal with since technically it's not a ratebot... and sometimes when someone finds they're NORATED because of a freind's actions... they get sorta pissed (usually at admins though, imagine that?)
