If Dallaire had the guts, he'ld have actually saved those ten Belgian military instead of driving away after ordering them to lay down their weapons and get slaughtered.
Things would have been quite different if the troops showed some balls at that point. But all that is hindsight ofcourse.
Basically the mandate was bad and none of the Western countries were interested enough to risk their soldiers to protect the Rwandese.
Not that the genocide in that area truly stopped ofcourse, I believe the death count in Rwanda is at 2.8 million now? And Eastern Congo has got a couple more million at this point.
