Maybe what happpened was because the shock collar was off, and seeing as it's a lab the shock collar would be pretty big, but not the size for german sheperds, the lab could feel the difference of an object hanging from it's neck. Which is why it stays in the yard when it has it on, and runs when it has it off. Or you can have the scenerio of my dog whos fur is extremely thick that you have to shave a little off the neck so that it can feel the shock, instead of having it go un-noticed.

When I was about 6 years old a cute dog wandered into my yard while I was playing with my trucks. It had a color and a license, since it was little I walked over to it and tried to check the license to see whose dog it was so I could walk it home. It bit me, and drew blood.

Yeah, I think I'd rather call animal control.
