Actually sounds like he didn't switch from one tank to the other. Some planes (like the Mooney) allow you to select what tank you're pulling gas from. None of the literature that I've been able to find mentions a reserve tank fro the Cherokee 140. Sounds like the guy might just be a moron.

He should have been able to land, traffic permiting, and roll off or push off into a shoulder in no time flat. An aircraft is an amazingly light machine. An airplane that size can be easily moved around by a small person. My grandfather owned a larger plane than that and would easily move it around alone.

As[/i]s hat should have been able to get it off the highway in quick time. Your real problem is the 8,000,000+ morons rubbernecking the whole way.
