On your user options page there is now a "select timezone thingy" Thank danalog, he built it.

No, you can see the timestamps for all posts when they were posted in relation to your own time zone. By default they are all in EST.

I'm pretty sure it should work for everyone, if it doesn't, I'll see if I messed something up, it was intended to be for all users, since it's not really a value-added thing

120x120 avatars would be for all users too since, everyone could see our avatard greatness in a new bigger, better, bolder way.
