Of the 68% of pubs and 25% of indepenents that believe Bush I'd say a third are active participants in the lies, are profitting by them or are ideologically happy with the admin saying whatever it takes. These are the people who are paying attention and fully support and understand Bush's dishonest tactics. You know, the lawful evil ones.
About a third are probably non-political and don't pay much attention to current affairs and don't vote but still relate to the GOP or Bush because of familial ties or listening to Rush or their boss etc.
The final third are likely fundie types who have bought into the neocon myth of America locked in a good vs evil fight to the death with crazed heathenistic freedom haters whose vast reach stretches even to thier very doorstep. This is the target audience that still believes the bs.
All the rest of us are onto him.
