The easyist way to stop kids from having sex is having the school say there is a gauhnarhea outbreak to stop kids from having sex. My school had like a 15% increase in pregnancy in the school in the last year so they created a false outbreak.....worked really well till a teacher let slip that its a lie and the school got sued.
