Ok. You weren't clear that's what you were talking about. Given that the topic is about Bush proposing a spending program to develop a vaccine, that was at least a bit out from left field.
We can't say from this article that the government *isn't* looking into regulations and standards changes as well. This was about starting work on a vaccine. I don't know how correct it is to comment negatively towards the vaccine move (at least you appeared to be critical of it) just because while introducing the vaccine program he didn't also mention other stuff you'd like to see. It's a very "glass is half empty" approach to politics. When someone does something that will help, you say: "That's great, but when are you going to do the next step?".
Heh. Not that it's wrong to look at the next thing, it just that the way you presented it seemed kinda funny.
