Registered sex offenders are being told they can not participate in Halloween trick or treating this year.

Westchester County probation officials are trying to keep registered sex offenders off the streets while little boys and girls are out looking for free treats on Halloween night.

About 45 registered sex offenders who live in the county will be invited to attend a four-hour evening educational program Oct. 31 at White Plains probation offices, County Executive Andrew Spano announced Tuesday.

The sex offenders will participate in a program on alcohol abuse and see videos on victim empathy. Those who don't show up will be visited at their homes by police and probation officers.




I think this should have been done a long time ago. Bravo.

The fact that they will come and visit if you do not shows up is more amazing then the meeting itself. WHat if you have non-pedophile plans?

Well I was kinda trying to point out that a lot of these people probably aren't child molesters in the first place. I don't have any numbers on me, but I'd wager a guess that the majority of "sex offenders" are not labeled as such for child molestation.

I suppose one could argue that their specific crime is irrelevant, as anyone who would commit a sex crime in general is not someone who should be let near children. But then why wouldn't they also include other ex-cons in the program? I'd be much less comfortable around a murderer than some 20-something who got nailed for date rape.

I'm starting to feel like the murderer's advocate, here.

Murderers have a vanishingly low recidivism rate. Repeaters like hit men, gang members, and serial killers are very, very rare relative to criminals who commit other crimes against persons - simple assault, robbery, rape and so on.

Most people who kill do so for motive or after a build-up over years. Casually killing a trick-or-treater is the stuff of bad movies.

Rapists, including pe[i][/i]dophiles, are by contrast very often opportunists.

Murderers can include people who go into a rage of furry and do something drastic they regret later. Revenge and money are some other major motives for murder.

Rapists have a different motive and mindset. That's why they are more likely to repeat an offense.

How about those of the statutory variety? Are they included in this as well? It would be unfortunate if some poor 14 year old that got nailed for bangin' another 14 year old had to sit in a room full of Skeeterphiles.

Statutory rape in general in the USA requires the perp to 21+ or if under 21, then at least 4-5 years older than the victim. So in most states a 14 year old can bang another 14 year old with fear of reprisal from the law.

Well, you can't make that sort of generalization as though it applies everywhere. Laws vary widely by state (or by country outside the US, of course).
