DeLay's a politician...I think it's a law that they have to plaster on a fake smile when confronted by a camera. Dubya got a special dispensation so he could scowl once in a while, usually while listening to the really tough reporter questions, like "What did you have for breakfast this morning?"
Well, the Powers That Be were trying to prevent DeLay from having to be fingerprinted and photographed. Given that that failed, I guess Option B is to look chipper for when your mug shot appears on every Leftist blog and news rag in the country.
