Admins, help me wrap my mind around this please and forgive my ignorance on the issue.

Is Nobby leaving of his own free will or will he be unable to post because of an IP ban? Or is it something else?

His own free will. There will not be an IP ban against Nobby even if Dracoid does decide to use that IP for evil. we have other ways of dealing with the situation if dracoid were to, oh, say spam us or something of the like.
