Several solutions present themselves.
1. Know that ankle that hurts so bad? Take a baseball bat to it. Don't do a halfway job, fix it good. Then you can get said permit. Not only that, but you can sue the sh[i][/i]it out of your company, the other driver, and every insurance company/doctor involved. Some, if not all, of them will roll over and offer some $ to leave them alone.
2. Kill the C U Next Tuesday that keeps getting the pass. You'll have to sneak up on her since you obviously won't be running her down unless you use the car.
3. Get a better doctor. In most states (and I can't see how VA could differ here) it's the doctor's decision whether you and disabled enough for a handicap parking permit. Your doctor CAN make the difference.
Oh, and just so ya know:
You got three tickets because you parked where you shouldn't. Circumstances may be rough with your walking, but you KNEW the penalty when you parked there. Don't cry about the tickets.
