I think the reason people were offended by it is because he was making fun of something that almost overtook his country. London got bombed, Jews nearly became extinct, Europe nearly fell, and he's making light of it. I'm sure many of the people who were offended are either veterans or directly related to one. Heck, Harry's own grandmother (the queen) was an active partcipant in the british amry.
You would probably feel differently if you were directly involved, or if WW2 had threatened American soil to a greater extent than just Pearl Harbor.
Germany was actually more upset at Harry than England was. People in Germany are very ashamed at that part of their history, and are very sensitive about it. It's illegal to display a swastika in Germany. If you make a joke about Hitler, people will look at you funny. They don't understand how someone could make light of it.
Don't get me wrong, if someone pulled the same stunt around here, I could see it as a joke (particularly if they did something with the costume to indicate parody). But I can also see how some people are rightly upset.
Of course not being in Europe, I'm totally talking out of my *** on this one. But this is the impression I got from foreign news articles.
