i am in south florida, and voted early.
first, it is not all of florida, only south florida accepted the new system. mainly dade and broward (miami and ft lauderdale) counties.
second, it looks exactly like the old system, a touch screen, but instead of recording your vote on a paper ballot when you are done, it records it electronically.
third, this system will favor Bush in the election.
let me explain.
for two years now, govoner jeb bush and the florida legislature(republican majority atm) have been fighting attempts to have the system print out a ticker tape like record after the vote is cast for a permanent record.....and recount if necessary.
after the pesky, yet persistent democrats took this battle to the supreme court here, the legislature finnally relented into making a paper trail mandatory.....but only after the 2004 elections, claiming there was not enough time to implement the change before hand.
keep in mind, all you would need is a soft wear upgrade to print a record at the end of the day. and the softwear is already available, several other states are using the same system and already have the printed record system set up.
so what?
well, if the election is close, and within a certain margine percentage wise, the constitution REQUIRES a mandatory recount. in the absence of a recount, or if the recount is un doable, then the florida legislature makes a ruling to decide who gets floridas electorial college votes. the same legislature that gave the dicision to bush last time. the republican majority legislature.
how does that favor bush?
even if kerry wins, but does not beat the percentage margine requiring a recount, the republican majority legislature decides who gets the vote.
kerry not only has to win florida, but he has to beat the margine for the mandatory recount.
a brilliant move by the republican party. absolutly criminal. just ratify a new system, but stall on the paper trail for a couple years, and florida belongs to bush unless kerry beats the recount margine.
