As the right of each sentient species to live in accordance with its normal cultural evolution is considered sacred, no Star Fleet personnel may interfere with the healthy development of alien life and culture. Yes, absolutely. Star Fleet should keep its mitts off earth and let us live in accordance with our normal cultural evolution.
Would not work. Not our nature (as proven in the Star Trek series).
Anyway, If we would have had this directive from the beginning we would all still be savages. It is our nature to war and the war machine development contributes greatly to the "advancement" of mankind.
I put "advancement" in quotations as I am not sure technology = advancement, but society does.
