It's at the top, next to the drop-down menus for no. of posts, filters and stuff.
It is only Global. programming avatar blocking by user would take too much load time if you factor all the users and all the block parameters that would need to be stored.

Nah. I think AH still holds the record for some of the best/longest sigs on this board. I really liked his "top 10 reasons a Hippo is best" or whatever it was. ;)
