Usually a well formed (with good rules and people) younger end game LS are mostly likely closest to have all three quantities together. They are motivated by having a bunch of friends come together hopefully get together to get stuff for each other.
It gets a lot more complicated when the LS gets older and more "developed"
as people joined up with only the third part in mind but not in the first two.
I do have a somewhat more "socialist" view that I am taking out some growth speed for being happy and stable. May be this is reason why I never seem to progress too much in terms of achievements, but in the end is achievements more important or being happy and argument-free in the game more important? I will let you decide.
May be I am too much a fan of Dave Thomas? Man, I love those Wendy ads. He is like my hero how to be rich, happy and respectable the same time.
