You start this quest off in Jeuno at the Tenshodo. So you need to be able to go to Jeuno first of all and then be at least rank 4 to enter the Tenshodo. As for lvl wise, you should be at least 40-50 I would say. You can visit the new town at any lvl but it's pretty dangerous outside for a low lvl character if you don't have sneak and invisible items/spells. Imps are all so true sight which means you have to get by using your own stealth skills because items/spells don't hide you.
