Oh man this is going to be great, I've always wanted to see seiges added in FFXI.

Quest in each city where you talk to 20 NPCs in each of the 4 cities. You will get an invitation card colored by the Nation. Rumor is that getting all 4 cards allows you to become a Mercenary for besieged.
oic might have to do that quest when i am back on ffxi in 10 mins

I thought that SE posted saying during beseiges, anyone with arms would be required to defend the city...

Yeah there's nothing for certain yet. All we know is that the quests exist and they're about recruiting mercenaries for Sagheera's army in Aht Urghan.
