Yes, absolutely, as long as the main job has an inherant enfeebling skill that goes up.

Dia spam is the fastest way to bring this up.

Best way to do it, using dia as you guys said, is to cast it on really high mobs like steelshells in The Boyhada Tree if you can join a high level skill up party. You can get a lot of .5 skill gains on high level mobs...and it's quite fast.

Can you still debuff fish in sea without them attacking you? Used to be you could cast slow and other non-damaging debuffs on them to skill enfeeble solo. They'd stay "curious" -- agro without actualy hitting you -- but would't attack. The enfeeble has to actually land, which can be really hard if you're skilling a low level job. Dia always landing makes it nicer for skilling in a party -- don't try dia in sea unless you can handle a fight.

You could use the worms in KRT to spam Dia on. Get a WHM or RDM to keep em Silenced, and you can even Drain and Aspir the wigglers ;)

Uragnites might also be a good choice, I think they simply dive into their shell if you attack from a distance (with Poisona, Stoneskin, Drain and Aspir, one mob can potentially cap your skills :)

Yes.

Slow, Paralyze, Blind, Bind, and Gravity can safely be cast on the goldfish without them actually attacking you.

However, like you said, the spell has to actually land in order for the skill to go up, so make sure you can get them to stick before you dump your MP in sea.
