=P All servers are having issues. Though I do believe it is fixed now. Anywho you should check the main forum from time to time for topics like this. If you are having issues logging on, and can't get on after about ~20 minutes and your ISP is fine, check the main forum, you usually aren't the only one with this problem.

And on a side note SE tends to have issues after updates. ;;>.> Seriously I honestly can't remember a time where there hasn't been some sort of issue after an update.
