If you click report and you get the screen to fill out a 'why', just note that it's a mistake and to ignore. Admins screen all of them anyhow, and if nothing was actually in violation, no action would be taken.

No, it doesn't go through till you click submit. Just close the window if you hit it by accident.

I see nothing wrong with that report. I mistrust that idiggory fellow.
I renamed the Submit button in the report window to "Report" and added a Cancel button. This should make it clearer that you have to complete the form to report a post.
