Possibly, but that's not against any rules. Nor have I been informed that I'm being reprimanded for any reason, which seems counterproductive at best.
Really, check the forum rules. They define what karma camping IS, but do not prohibit it in any way. They even explicitly note that karma camping specific users is perfectly OK.

So yes, rating every post in the Japan Tsunami thread down is karma camping. Also we took into account your rating history. And the Admin complaint. And frequincy.
I find most people figure out what happened relitivly quickly when the buttons go away, because they know what they have been doing. The forum rules define what Karma camping is, and Karma camping is not allowed, the penalty which is outlined here:
