that means the servers are havving issues / heavy load and the cascading style sheet that controlls font and colors is not loading. If you make a web page, unless you specify otherwise any text you display shows up as the browser default, usually Times New Roman size 12 font. If you want something else other than that to display, there are generally two ways to do so. You can specify a font per each element on the page, or you can specify a font for a class of elements and apply that same style globally, cascading throughout your website. The latter approach isslightly more work to initially set up, but allows you to make a font change in one spot and affect that change throughout your entire site. Comes in handy sometimes.
