Emphasis mine I found a couple government sites quoting russ smith saying it should be personal identifiable information, but that it is not recognized as such. Good stuff that.
I just have to dive into the Patriot act and see if it mentions IPs.

However, you can find out enough that maybe it should be considered personal info. But, 99% of people who use the web and may see someone's IP if it was given out by an admin for some reason, wouldn't know what the heck to do with it to find out some of the things you can.
