Hello,
I was wondering where I could find the set of basic rules for the forums, like a tos or such. Perhaps I missed it somewhere or I am too tired to see the link, any help would be appreciated.

There's a forum FAQ stickied on most forums, but I guess it never got restored after the server crash. I'm getting 404's following the link in several different stylesheets and from several different forums. It SHOULD be here, but it will need to be restored first.
This is on our radar screen.

That would be on a case by case basis and would scale with 1) the severity of the offense, and 2) the user's membership.
"Membership" takes in to account whether they are premium or not, how long they have been posting, how many posts they have made, how present they are in the forums, whether there has been trouble in the past - things like that.
Trolls (the people who enjoy instigating trouble) are on tighter leashes than regular users (those who are here to actually contribute something). Trolls get bounced out of the forums fairly regularly.
We have had only one user-ban this year (that I can remember) and that person was warned multiple times by different admins, including Allakhazam.
