Jonwin's computer, which I built for myself couple year back died. He took it to Best Buy and was told it was the MB and maybe the processor and they didn't do anything else. We now have support for up to 4 computers with nothing to show for it. I knew he should have gone to Microcenter though it is all the way across town. They would have check it out and told him what was wrong without needing a protection plan.
Since I don't know if the video card was shorted when the MB went, the new one should have decent on board video that with 4 to 6 gigs of memory can handle Civ5. Case and power supply are the nice ones I got last time I asked for suggestion.

What's your budget look like? The new DDR4 Core I7 socket 2011-V3 boards and chips are out now. Those are on the spendy side, but will be pushing overall prices for everything else down around november 1st on the ramp up to christmas shopping.
You could start with a mid range package in the Socket 1155 chip with DDR3 ram and onboard video with the right chip.

Processors are tough!
It's extremely rare to see a processor die, in fact out of the thousands of computers I've fixed (My job) I've only ever seen 2 processors faulty. Normally faults will break on the weakless part and that's normally Power Supply, or Motherboard. The Power Supply can be easily tested by any computer store or by testing it on a working PC. This is generally why older motherboards sell more than the processors. Search ebay for faulty motherboard and then compare the results to faulty cpu).
Ruling out the power supply
Once you know the power supply works its pretty much a sure thing that the problem would be related to the motherboard. Most websites these days have good return policys for example in the UK we have long distance selling regulations, personally I would just order a motherboard and if that don't work just return it ;)

I rules out the power supply when I was asked to look at the computer. All the fans were working, but there was no beep when trying to start up the computer, which sounded to me like motherboard was bad.
I just order an AMD A6 7400K Black Edition 3.9GHz Dual Socket and ASUS A88XM-A Socket FM2+/FM2 A88X mATX AMD Motherboard from Microcenter, were they have deal on the bundle and I can pick up in store today. It will accept th memory I have, so I should be good with that, as I had a extra stick that the last board couldn't handle. If all 3 work then that will give Jonwin 6GB. He only uses the computer to play EQ and Civ5, so that should be more then enough.
I went with this processor, since it was well in our budget and had graphics integrated into the chip. Now I just have to make sure he keeps the case closed and not drop mugs on it.

My experience as well. Over the years, I have been given countless CPU's that had been declared dead and that after testing in a good MB proved to work perfectly. I have also found it to be "Standard Procedure" for big box stores to issue "death certificates" to systems in order to generate sales of new systems. Buyer Beware!
