I was just complaining about it being in the forum for feedback about this site. Don't worry, I do that regularly when someone posts in the wrong forum.
Anyway, to actually try and answer your question:
1) Make sure you actually have money available on your credit/debit card. Seems like a no-brainer, but quite a few people then end up checking it and it's like "uh... OH SHI~".
2) Also, make sure you're using the correct account. Since you said you moved from PC to 360, you may have two accounts active... and one of them may have incorrect information, and therefore died due to non-payment.
3) If neither 1) nor 2) applies, call SE's billing office on Tuesday (as they're busy on Monday, it being the 2nd and therefore the latter half of the registration server maintenance).
