correct me if I'm wrong but a "vid gif" is simply just an animation of specified linked gif images. You will have to resize each individually, as if i recall correctly, its not technically 1 "file" per se, its however many images are needed to complete the animation then converted to a sequence gif file.
Macromedia Fireworks is a decent tool for creating animated Gifs.

Personally, I used to use
Ulead GIF animator and
Microangelo when i made animated GIF for websites i used to design.
The only free software that I can recall is
Beneton Movie Gif but i've never used it so i cannot verify its features, ease of use or what have you.
