Error UCS - 5004Follow

I have just started to install the game onto the 360, i have put in my card details and when it says submit, a screen comes up and say; error ucs 5004 server busy, try later, so i did, about an hour and a half later nothing happened same screen.

Is there any maintenance happening at playonline to stop me registering, if so how long will it take before i can ply. Any help will be much appreciated. Im on English time by the way, just so you know!
