Setting problemFollow

One of my computers both instances of EQ have suddenly stopped showing the fly-over help. Where you hover the cursor a moment on an item, spell or buff and it displays a small description (what I would call a hint label)

I now have to hit Alt to get up names of items, buffs or spells and it's kind of annoying.

Machine is running XP Home like my others (except the one running Pro) and since it affects EQ run from 2 separate folders I'm guessing it's an OS thing perhaps.
