I'm still a little new to WoW. I created my main as a Tauren Pallie healer. The toon is alright, but I feel he is woefully under-equipped to be of much use in dungeons. I"m a level 40 now. Am I just using the character and class wrong? When will I be able to heal better? Also, are healer paladins doomed to poor dps?

Can't tell you much about the leveling process, but certainly at level 90 they are more than viable. Most of the game is balanced around level 90. Leveling as a healing spec is going to take significantly longer than as a damage spec like Retribution spec but you are certainly less like to die in Holy spec :)
