In the description for Torment the weak, it says: Your Arcane damage spells deal X% more damage to slowed or snare targets.

Does this cover the chill effect from frostbolt? I am assuming no, but I wanted to check as I sometimes find myself fantasizing that it does.

I'm pretty sure that's exactly the kind of effect TotW was made to work for. Unless there's a bug, it will work. Keep in mind, it won't make Frostbolt hit for more damage, but if you follow up a frostbolt with arcane blast, the arcane spell will hit for X% more damage.

So do Daze effects count as well? I was taking a fairly strict reading of the talent to say that only enemies affected by the spell Slow or rooted in place were eligible for the buff.

I am not sure if a Daze effect causes the same thing because a daze isn't really a snare but more of an immobilzer (like a root) - a root is not a slow and does not proc/work with TtW.

TtW works on things that either slow cast time, attack speed, or movement (snares, but also things like snow/nether vortex from arcane blast, ffb slow, frostbolt slow, and thunderclap/chains of ice/what all of the rest of the tanks used to slow attack speed on mobs).

Oh! I thought snared meant rooted. Thanks for clearing that up!

As far as I know, daze is considered a fully separate debuff category from snares and roots.
