you mean the LFD will actually say to your face "your GS is not enough for this place"?
the fact that you need to complete normal HoR before you can try it in heroic does help... a little. Not saying that normal HoR was easy.

If you look at it in the Specific Dungeons list, HoR (and maybe some others depending on your gear) will be locked out and it'll say something like "You must acquire better gear to queue for this instance". I'm always incredibly glad that they did that, because getting it on a fresh 80 right after dinging would just be nothing but wipes.

You don't. Unfortunately.
I've taken plenty of scrub DPS through that place (scrub tanks or healers usually result in wipes and disbands), scraping my fingertips to bloody stubs because they were tumbling about in their obvious ignorance. You just need to do the quests in Forge of Souls and Pit of Saron and Halls of Reflection will open up. You can do the quests in both normal and heroic mode.

This is true but on my rogue I had people run me through the whole chain and still couldn't queue for HoR on my own as my gear was terrible.
Heck if you get a group and fly there you can start doing reg ToC at level 75 but can't queue into it for some levels after.
