Ok I'm a BM hunter using a cookie cutter build from I don't remember where and I'm still maxing out at around 1800dps Can someone direct me to a new build and rotation so I can find out why mine is sucking.

Why don't you go for imp. arcane shot in MM?
Simply because Arcane shot is not 20% of your dps, and the talents in SV all give about 1% more dps.
