2pc T10 question - restoFollow

I'm stymied. Right now I have the welfare t9 shoulders and legs. My offset pieces are 251/264. So it looks like basically I should get the t10 shoulders and legs, but then I don't have the 2pc/2pc rocking bonusES, and I want both of those, right? So, should I replace the shoulders and legs w/ t10 and put t9 on another two pieces or just forget the t9 bonus altogether due to the quality of my offset pieces? Or buy 2 other t10 pieces? BTW, I gather the gloves are the worst of the set, judging by BiS lists I've seen?

I've got 138 badges right now (had to get my mage her saronite for her legs first!).

The way I'm leaning now is to replace the 251 head first, but then...what?

What would you do?

TIA for any advice. Yes, I know my trinkets and OH suck (already had the hit OH for my ele set, the badge other one w/o hit is the same thing). :)
