Icy Talons and 2h Frost TankingFollow

So, I'm taking a serious look at my frost tank. I've been playing around with her build, reading some guides, reading on wowhead and the likes. I see two major variations. Builds with Icy Talons and builds without. My question is how important is Icy Talons? I am running mostly 5 mans and soon trying to get into 10 man content so having an enhancement shaman is hit or miss.

I'm finding that I don't have enough runic power with my current build and would like to put points into either Chill of the Grave or Scent of Blood.

To answer my own question I moved two points from 2h weapon specialization into Scent of Blood and the change was just phenominal. Unlike the paladin prot talent 2hws only increased the damage of abilities that require a weapon. Granted, a decent number of frost skills use a weapon the 4% increase to those skills was outweighed by having runic power every time I need a KM Frost Strike or Rune Strike.

I was running out of RP like crazy without one of those talents and Scent of Blood seems awesome. I think I like it more than Chill of the Grave. Although per proc it only gives 2 stacks with two points it'll keep adding stacks. At one point I saw 3 stacks up and seemed to proc at the most opportune times. Not to mention if it procs and I hit with frost strike the frost strike effectively cost me 22 RP (with glyph).

Still looking for advice though to tweak if anyone has it.
