I have 61 Emblems Of Frost and have 3 options.

Option 1: Replace Cloak

Not sure what to do.

Post seems to be missing a few key points of interest, however in my case the cloak first, then the belt, and finally gloves.

Exactly. Even ignoring the big DPS talents, consider Int. Based on your current mana pool, fight parameters, buffs, judgement of wisdom, etc., your time to OOM swings massively. Which means that for some people, at some gear levels and not others, with some raid setups and not others, INT is massively more valuable than for the rest of the population. Which has a huge ripple effect in prioritization of selected gear.
