I would say get the set bonus for 2 pieces of Tier 9 - probably gloves and legs since the helm will last for a while. 3k gold is, on my server, almost exactly what it takes for the mats for the 245 ToC-pattern LW chest and bracers. You can probably find a place for any other 245 piece (shoulders, ring, trinket) available for emblems. Weapons will come from Frozen Halls instances (dual-wield from Forge of Souls, polearm from Halls of Reflection), but you won't be ready for them for a little while yet. Also, 200 blues are cheaper than dirt these days, and 100g well-spent would give a boost over some of the quest rewards that are starting to show their age (might get you into raids earlier and keep you from being vote-kicked from heroics). Oh, the gun from heroic Trial of the Champion would be a good intermediate step, too.
As for raids, I'd personally concentrate on pumping out heroics until my median gear score was 200 (i.e. at least as many over 200 as under). That shouln't take as long as you might think because as a new 80 in LFG you'll get priority grouping with more geared toons, who are more likely to shard all drops. That gear level should allow you to pull your weight in Obsidian Sanctum or Naxx if you have your shot priority down.
