No DIRECT +% damage talents, no (though there is a -% one). Blizz tends to use these for balancing purposes, which is why they are usually expensive to get to. Death Knights have had their 45 point talents that add a percentage to damage changed so many times because it is the least risky way to nerf (and it pisses off players the least). I'm betting Hunger for Blood in its current state was never intended. Didn't you have to stack it, and put up bleeds to maintain it?
I wouldn't be surprised if Cata saw the complete change of HfB.
There are only two passive 51 point talents--Beast Mastery, which is generally translated into +9% damage and an ability, and Titan's Grip, which allows the DW of 2-handed weapons and reduces damage output by 10%.
There are only two-four 51 point talents that are "buffs" in the sense that you activate the ability to boost your current ones. Berserk, Hunger for Blood and, in a weird way, Beacon of Light and Guardian Spirit. Berserk is a nice burst tool, but only lasts 15 seconds. Beacon of Light potentially makes some heals more effectively (but it is odd because you can literally use the exact same abilities at the exact same time and benefit from it a ton in one scenario and none at all in another). Guardian Spirit lasts 10 seconds, but doesn't directly do anything itself. And, the opposite of BoL, you need to cast on the target for it to be effective.
