so I'm starting a mage and i'm wondering if this would be a good starting point as a level frost, right now i'm only lvl 15 but not sure how to spec it correctly

It's not bad, but the first five points you're going to want to spend will be in Improved Frostbolt. It may seem like not that big of a deal, but in WoW half a second can make a huge difference. I'd suggest looking at this link. It's in our Mage sticky and it's a guide to how useful the frost talents are for PVP, Raiding, and Solo.

I'd suggest something like this: link to 60. Always take just enough points per level to make it to the next tier, and then fill in the extras when you don't have enough points. After 60 I'd recommend getting Arctic Winds and Brain Freeze, and maybe Frost Channeling and Improved Cone of Cold if you want. You can also dip into Arcane or Fire if you'd like after AW and BF, but that's completely up to you.

The only change I'd make is that if you're not going to BG PvP or do any AoE grinding, I'd switch the points from Imp Blizzard to Frost Channeling. Otherwise exactly as I'd probably build it.

np, also I forgot to mention this, but unless you plan on doing a lot of pvp, don't bother with Deep Freeze. It's a total waste of a talent point for PvE period. I put a point into it, and I think I might have used it once or twice throughout all of Outlands and Northrend. It's totally useless outside of PvP.

Until 3.3 when it will do a good amount of damage and actually be part of the frost rotation...

Wow, really? I'll be honest, I haven't been reading up on the changes to frost other than the WE, because I thought that was neat. So is Deep Freeze just part of a heroic/raid rotation, or will it be part of a solo rotation too?

No idea, truthfully. From what I have read it becomes used in a raid rotation when it is off cooldown on bosses when you have FoF up.
