Well, it was technically total mitigation. One hit = one shadow. But they didn't attack (were 100% defensive). And, with XI's awesome graphics, they were just shown as a buff beyond the casting animation.
I'd say it is like a DK's Bone Shield, with 100% mitigation. The better your dodge, the longer they'd last. If you could get enough of the latter, you'd be able to recast the spell just as the old wore.

As far as I remember, they didn't have an internal CD. So multiple or fast mobs could rip a Ninja tank apart.
