whats more important, attack power or hit rating
Hit ... Attack power does crap when you're missing all the time.
I was under the impression hit became significantly less important beyond the 8% yellow hit cap and near-useless (by comparison) at the 17% spellhit cap for poisons?
Of course, once you're capped you're fine, but the OP seemed to be asking in general. So if you're not hit capped, attack power is worthless.
So neither of us are absolutely correct, and instead the answer should be "It depends" 
The answer in the rogue forums is always 'it depends' when the query is as broad as the OPs. Hence his default rating.

for someone whos still leveling, lets say level 66-80 hit is more important than attack power?
It will be if you level via instances. No hit on a boss 3+ lvls higher than you = lots of misses. Try to be somewhere in the 90-140 range with hit, if possible.
