You should focus on one talent tree while leveling, it'll be much easier/better. You need to pick which you want to level with, Enhancement or Elemental. I and many others recommend Enhancement. Lots of DPS comes from your weapons, so easy damage, and mana can be saved for heals and more DPS. Plus once you get Water Shield (If I remember right, you should have it, or be close) it becomes very easy, then even better with Improved Stormstrike and Shamanistic Rage.

Collect the rest of you gear and go Enhancement, in my opinion, and that would be in your best interest. You can go Elemental again in Outland, there's enough Elemental-based gear there to make it about par with Enhancement.

You want to focus on Stamina/Agility for Enhancement, or Spell Power/Stam/Int for Elemental. (Again, I recommend Enhance!)

You seem to be doing well on your talents, judging by what you have so far, you shouldn't have a problem building your Enhancement spec.

As for armor, greens of <whatever> will be your main pieces, but I can see you already have some very nice blues from instances. Just do runs that are the right level for you when they come along, pretty much every instance has at least one item that's good for your class/spec.
