I don't know what Blizz were thinking but wtf??? Is this meant to be a serious weapon? This could nuke a small village if it procs?

I'm pretty sure i've never seen anything this imba before for rogues?

Proc rate is reported to be ludicrously low. It's still a nice dagger for the top end damage and speed, from a very easy raid.
