Bad rotation is bad.
If you do in fact do exactly that, SoR and HotR are not being used as often as they can, which is a huge damage and threat loss. Especially when tanking packs, you should use HotR every single time it is available, i.e. every 6 seconds.
Standard 969 slowed down 10% because of GCD lag (which corresponds to your situation, where you lose at least 167 ms ever GCD) will still do more damage and generate more threat than what you are doing.

"No need for Hammer" against a single mob? Try again. An ability that, for all intents and purposes, hits for four times tooltip DPS every six seconds is vital for thread and damage even when it doesn't have two extra targets to hit.
The only part of the standard rotation that can be dropped when tanking a single target is Consecration (because it is simply not worth the exorbitant mana cost with only one target).

Between BoS and your having 2/2 Spiritual Attunement, you should not be in danger of going OOM on any such pull even without Benediction. Lord knows I certainly don't have that problem, and I only have 1/2 SA. Heck, on a raid-sized trash pull, BoS alone may even be enough to keep your mana up.
And while you can say that every raid SHOULD have a Ret, it is not true that every raid DOES have a Ret, and in the case of 10-mans it is far more often the case that the raid DOES NOT have a Ret.
