My dps sucks...badly. Could anyone recommend a build for 5 man heroics? I don't farm much with this toon or pvp and I don't plan on raiding (10-25man). I just want to not embaress myself in heroic 5 man dungeons. Suggestions please.

Your spec is fine but there are a few simple ways to improve your gear.
-If you don’t plan on raiding don’t bother stacking hit
-Whenever possible gem and enchant for pure spell power
-Meta gem should always be Chaotic Skyflare Diamond
-Replace your green ring with a Titanium Spellshock Ring (made by a jewelcrafter)
-Your next emblem of heroism upgrade should be The Sundial of the Exiled (trinket)
-Work on getting exalted with the Wyrmrest Accord. The epic cloth boots are very nice
Overall you should be ready for heroics already. You’re doing ok if you can put out at least 1300 dps on bosses.

You are way way way too heavy on hit. With arcane you can have a passive 6% hit giving you one of the lowest caps in the game. I believe you need a total of 6% to be capped against level 82 mobs (highest you will see in a 5man) - which unfortunately means you wasted a lot of money on ebonweave gear when you should have purchased the spellweave ones.
So you have 0 reason to even be focusing on hit gear and especially gemming/enchanting for it.
Your meta gem is just awful. Get a chaotic skyflare.
Are you trying to be ready for PvP because your first trinket is pretty bad -- you shouldn't be getting hit, and your second one is bad for PvE unless you are soloing grinding I guess.
As has been stated, get the sundial for (40?) badges, look around for some BoE epics that would drop in Naxx/Ulduar on the AH (if you have the money to buy them). Such as combustion bracers, gloves of token respect, and a cloth legs that drop from Ulduar (leggings of lost love or something like that).

Thanks for the advice. I made some changes (as you can see). It will be a while before I can get the titanium ring.

with the right gear, mainly spellpower and crit, this build is phenomenal for raids since you sit down semi-frequently for drank.

You skipped torment the weak and focus magic and only 2/3 spell impact.... and world in flames...and playing with fire... for fireblast + incineration. + combustion (worthless now...) and dragon's breath..? And no master of elements or burning soul?
you skipped a LOT of dps talents for no real reason.
