SoV scaling concernFollow

I admit it has been some time since i have used SoV, but if my memory serves me right, there was a weird mechanic to its dot that recently came to mind. I don't know if it was changed or not but, i think it use to be that all damage that the dot does is calculated on the first tick. So any modifiers that were on, stayed applied as long as the stack held, but no more modifiers could be added (unless you let the stack fall and were to begin again).

This of course means that if you were to use pop your wings and used any on demand trinket to increase your damage before the initial dot application, you could guarantee it would stay throughout the fight. My concern about it however is that any gear or enchants that proc something that would modify our damage or temporary buffs like Heroism would see a diminished boost compared to live, since it would not increase the SoV ticks, which is a large portion of out damage.

Would we see more damage by grabbing enchants, trinkets, etc that increase the damage of the initial dot, or is the difference so small that such a change would not be warranted.

Someone mentioned this in the "3.2 Retribution Discussion" thread on elitistjerks. I believe that on the ptr currently, Seal of Vengeance fluctuates as your stats change similar to rupture.
