Hi. I saw no-one had came to your aid, so I thought I'd try. I'm certainly not an accomplished pvp'er but I have played as prot from the mid-50s onwards and that includes an enormous number of BGs and arenas.
I think your big problem is with the rage generation. Quite simply in order to gain decent amounts of rage you have to have enemies hitting you, and chances are they are hitting your team mates (as if they see a warrior wielding a shield they know it won't be a quick kill and instead will hit almost anyone else instead). The problem with cleave and HS is that they cost rage and also cost the rage of the autoattack that they replace, so in effect they cost double rage. Only use them when you have rage to spare (i.e. at 50% plus).
Are you using Bloodrage whenever it is off cooldown? You have the glyph to make it cost no health so it should always be on cooldown.
Be sure to save one of concussion blow or shockwave for that all important spell interrupt. If an almost dead druid casts that heal then you will die instead of him. That is no time to have your interrupts on cooldown.
My attacks will usually go charge macro (casts bloodrage, trinket, charge and zerker rage all in one to ensure maximum rage to start the fight) -> thunderclap -> demoralising shout -> shockwave and then I will stack hamstring followed by rend on rogues or druids and switch to defensive stance if there are likely to be lots of Revenges. Reflect is always on cooldown and Conc blow is saved for the spell interrupts. Shield Slam is also always on CD as it is our big hitter.
If there are hunters nearby I will taunt the pets for additional rage.
As far as talents go I'd ditch commanding presence and improved cleave for Devastate and Sword and Board (a rage-free shield slam is very nice indeed) and Improved Bloodrage (for maximum initial rage).
I'd try to get away from the cleaving if you are playing prot. It is fairly rare to get targets lining up in melee range of you (i.e. where they will get cleaved) and if you start playing in the arena the chance of being able to cleave multiple targets is almost none.
The secret to becoming a good prot warrior is ensuring that you always have the rage ready when you need to knock out an interrupt/intercept/shattering blow and still ensuring that you can pull off the big executes.
Try getting a dps meter and using it in duels against a guildmate. Try certain rotations or abilities and try to find how YOU can get the best dps/rage efficiency.
